Abstract
This thesis examines the reception of the so-called "Gerasimov doctrine"
in the discourse of the USA and NATO. The "Gerasimov doctrine" is a
speech given by the Russian Chief of General Staff to the Russian
Academy of Military Sciences in January 2013. Some Western observers
indicated that it was carried out as the plan of Russian intervention in
Crimea and the Donbass. This opinion was later questioned by other
Russian strategy and military experts.
Inspired by these differing interpretations, this master thesis examines the
discourse of selected think tanks and military research institutions that
published on "Gerasimov" between 26/01/2013 and 31/10/2018.
The epistemological constructivism serves as the theoretical foundation of
this work. It assumes that so-called epistemic communities fulfil a
relational function in the political decision-making process. They present
complex facts as "useful knowledge" to political actors. In this thesis,
think tanks are seen as such communities because of their function as an
interface between science and politics. The method chosen is a discourseanalytical
approach based on Turowski/Mikfeld's strategy-oriented
discourse analysis, which was adapted to requirements of this thesis. Based
on Ina Kraft's work this thesis subdivides the presentation of the results
into dynamics and functions (generation of attention, simplification,
legitimization of demands) of the “Gerasimov doctrine”.
The analysis of the discourses showed differences in their dynamics. The
NATO discourse reached its peak as early as 2015/16, while in the USA
this did not happen until 2017. One finding suggests that papers with
superficial reference to Gerasimov tend to just generate attention. The
complex notion of the "Gerasimov doctrine" is further reduced to two
core elements - the greater effectiveness of non-military means and the
grown importance of information warfare. Both the USA and NATO see
themselves in a global competition with the Russian Federation. Against
this background, the “Gerasimov doctrine” supports the demands for
strengthening societal resilience at home, upgrade military capacities for
deterrence and information warfare, as well as enhance NATO’s
